Whereas, the Korean Peninsula remains in a state of war due to the continuing refusal of the U.S. government and military-industrial complex to end the Korean War with a peace treaty;
Whereas, current U.S. nuclear policy allows for the first use of nuclear weapons if the United States becomes involved in a conventional armed conflict with another country, while North Korea adopted a similar nuclear doctrine in 2022;
Whereas, the U.S. incorporated a nuclear war scenario into major U.S.-ROK (South Korea) joint military exercises in 2023 and, according to news reports, has conducted both conventional and nuclear war exercises involving the DPRK (North Korea) since then; and
Whereas, if another armed conflict breaks out on the Korean Peninsula, there is now a heightened risk that such fighting could quickly escalate into a nuclear war between the United States and North Korea;
Therefore, Be It Resolved, Veterans For Peace, voting by its members in 2026,
1. Calls upon the U.S. government to stop its nuclear war drills against North Korea, including those anticipated with the ROK in August 2026;
2. Calls upon the U.S. government to stop deploying its nuclear assets, such as nuclear-armed submarines and B-52H bombers, to the Korean Peninsula;
3. Urges the U.S. government to take confidence-building measures to create a positive environment for talks with the DPRK government; and
4. Urges the U.S. and DPRK governments to establish a military hotline to reduce the risk of a nuclear war resulting from accidents or miscalculation.
